Position Summary

This position is responsible for delivering high quality professional candidates to the Pueblo of Sandia and its entities, while guiding hiring managers and candidates through the selection process. This individual will perform full lifecycle recruiting and maintain excellent relations with hiring managers, candidates, and the community at-large.

Major Duties And Responsibilities

  1. Recruits applicants by attending college/job fairs at schools and businesses and by networking with community workforce resources to advance the Pueblo of Sandia as a prospective employer within the community.
  2. Confers with departmental managers to identify personnel needs.
  3. Coordinates the recruitment process and responds to employment questions from employees and applicants.
  4. Maintains a network of contacts and recruiting sources to recruit the best qualified candidates.
  5. Reviews resumes and credentials within applicant tracking system for required skills, experience and knowledge in relation to position requirements.
  6. Performs searches for qualified candidates according to relevant job criteria, using computer databases, networking, Internet recruiting resources, cold calls, media, data mining, and employee referrals.
  7. Provides complete, accurate, and inspiring information to candidates about the company and position.
  8. Refers selected applicants to hiring department manager/director for interview process.
  9. Conducts/arranges appointments for skills testing.
  10. Performs background and reference checks on all applicants for employment.
  11. Facilitates new hire paperwork process and schedules pre-employment drug and alcohol testing
  12. Extends offers of employment to selected candidates under the direction of the hiring managers and within the guidelines of the Pueblo of Sandia’s policy and procedures. 
  13. Compiles statistical data for all hire actions; oversees HRIS applicant-tracking system for preparation and generation of employment activities reports.
  14. Conducts orientation sessions for screening committee/hiring supervisor to outline hiring responsibilities and employment policies and procedures.
  15. Assists with employee development training activities and new employee orientations as required.
  16. Assists departments with interviews as requested.
  17.  Develops an effective pipeline of key talent potentially available for immediate hire as succession planning needs dictate.
  18. Establishes and maintains staffing requisition files to ensure compliance of recruitment and selection documentation.
  19. Reviews all new hire packets and PAR’s for completion and accuracy before submitting to Employment Programs Manager for approval.
  20. Performs other duties as assigned.

  1. Knowledge of recruitment and employment documentation principles, procedures, requirements, strategies, candidate sourcing and techniques.
  2. Ability to analyze job requirements and ensure appropriate applicant selection criteria is being adhered to.
  3. Ability to use independent judgment and to manage and impart confidential information.
  4. Ability to create, compose, and edit written materials.
  5. Strong analytical and interpersonal skills.
  6. Must have the ability to quickly learn systems, processes, and procedures.
  7. Demonstrated skills in PC applications, including word processing, spread sheets  data bases and HRIS systems such as HRLogix.
  8. Excellent verbal and written communication skills and the ability to maintain effective working relationships.
  9. Ability to handle multiple activities, projects and priorities in a fast paced environment.
  10. Ability to maintain confidential information.
  11. General understanding of human resources practice and administration. 

Minimum Qualifications, Education And Experience

Required

  1. High School Diploma, GED certification or equivalent
  2. Associates degree in Business Administration, Business Management or a related field of study and two (2) years of directly related experience in a Human Resources staffing position.  Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Preferred

  1. Bilingual skills (English and Spanish)

Licensing Status

  1. Must be able to successfully pass a stringent background investigation.
  2. Will require a post-offer, pre-employment and random drug screening.

Working Conditions

  1. Work is normally performed in a typical interior/office work environment.
  2. No or very limited physical effort required.
  3. No or very limited exposure to physical risk.
