SUMMARY

The Human Resources Director is a senior leadership role responsible for overseeing the strategic management of the Human Resources (HR) department. This includes implementing policies that support employee engagement, mentorship, succession planning, compliance, and recruitment. The Director ensures that HR initiatives align with the Pueblo's goals, tribal values, and federal and tribal laws, fostering a workplace that values cultural heritage, diversity, and employee well-being.

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Strategic HR Planning:
    Develops and implements a strategic plan for HR functions, including recruitment, employee relations, compensation, benefits, and performance management. Aligns HR strategies with the Pueblo’s mission and goals, supporting long-term growth and workforce sustainability.
  2. Policy Development & Compliance:
    Leads the formulation and revision of HR policies, ensuring compliance with federal, state, and tribal laws. Advises leadership on regulatory changes impacting employment practices and ensures policy adherence throughout the organization.
  3. Employee Engagement & Retention:
    Designs and implements employee engagement initiatives, focusing on cultural sensitivity, work-life balance, and recognition programs. Oversees employee communication programs that foster an inclusive, supportive work environment.
  4. Tribal Mentorship & Succession Planning:
    Establishes mentorship and succession planning programs tailored to tribal values, promoting the growth and development of tribal members, and supporting continuity in leadership roles.
  5. Recruitment & Selection:
    Directs the hiring process, including strategic recruitment planning, interviews, and selection for all roles. Ensures fair hiring practices and develops pipelines for leadership roles through effective talent acquisition strategies.
  6. Compensation & Benefits Management:
    Administers competitive compensation and benefits programs, including health, dental, vision, and retirement plans, ensuring they are equitable and align with the needs of employees while remaining fiscally responsible.
  7. Training & Development:
    Develops and coordinates training programs that enhance leadership skills, cultural competency, and professional development across departments. Provides ongoing education for management and staff, aligning with the Pueblo’s strategic goals.
  8. Conflict Resolution & Employee Relations:
    Acts as an advisor for grievance and conflict resolution processes. Provides guidance on employee relations matters, ensuring fair treatment and adherence to established policies and tribal values.
  9. Budget Management:
    Prepares and administers the HR department budget, allocating resources effectively to maximize productivity and support department goals.
  10. Reporting & Analysis:
    Monitors HR metrics and prepares reports on department performance, staffing trends, and employee satisfaction. Presents insights and recommendations to leadership for continuous improvement.
  11. Community & External Relations:
    Represents the Pueblo of Isleta HR department in interactions with external agencies, tribal entities, and professional networks. Builds relationships that support HR best practices and cultural alignment.
  12. Other Duties as Assigned:
    May take on additional tasks as required to support organizational needs and HR department objectives.

QUALIFICATIONS

  • Education & Experience:
    Combination of education and experience equivalent to a bachelor’s degree in human resources, Business Administration, or related field, with a minimum of seven years of progressive HR experience. Advanced HR certification (e.g., SHRM-CP, SHRM-SCP, THRP, TMP) and experience in Tribal HR are preferred.
  • Skills & Competencies:
    • Knowledge of Tribal Governance: Understanding of tribal laws, customs, and government structure.
    • Legal Compliance: Proficient in federal and tribal employment laws, with experience ensuring compliance in applicable laws.
    • Employee Engagement & Communication: Strong interpersonal skills, able to engage employees at all levels and handle sensitive information confidentially.
    • Strategic HR Management: Proven ability in policy development, HR strategy, and data analysis to drive informed decision-making.
    • Mentorship & Succession Planning: Committed to fostering a culture of growth, promoting internal talent development and succession planning.
    • Technological Proficiency: Skilled in HRIS systems, MS Office Suite, and data reporting.
