The Standing Rock Sioux Tribe is seeking candidates for Chief Executive Officer (CEO) of both Prairie Knights Casino and Resort and Grand River Casino and Resort.  

The CEO is responsible to the Tribe for all aspects of Casino operations, including but not limited to:

  • Financial systems and accounting
  • Internal controls, including Federal and Tribal Mandated Minimum Internal Control Standards;
  • Human Resources, including hiring, firing, and training of personnel;
  • Surveillance and Security;
  • Budgeting;
  • Purchasing and Property Management;
  • Restaurant and Bar services;
  • Marketing and customer relations;
  • Gaming Operations; and
  • All other tasks necessary to protect the financial and operational integrity of the Casino.

Compliance with the Law, Compact, Policy Rules and Regulations:

The CEO shall comply with the terms of the Indian Gaming Regulatory Act and Regulations, other applicable federal rules and regulations, the Standing Rock Sioux Tribe – State of North Dakota and State of South Dakota Gaming Compacts, Standing Rock Sioux Tribe Liquor Law, the Tribal Gaming Ordinance and other applicable tribal laws, regulations of the Tribal Gaming Commission and the Casino’s policies, procedures, rules and regulations, and any amendments to internal controls.

Exclusive Employment:

The CEO shall devote time, attention, knowledge and skills on a full time, exclusive basis to the business and interests of the Casino and Tribe. Any outside or side business owned or operated by the CEO and/or his/her family, shall be disclosed to the Standing Rock Sioux Tribe.

Prohibited Interests:

The CEO shall not, while employed by the Tribe, be interested directly or indirectly, in any manner as a partner, officer, director, stockholder, advisor, employee or in any other capacity in any other business which competes with all or any portion of the business of the Casinos, or any allied trade or business, provided, however that nothing herein shall be deemed to prevent or limit the right of the casino management to invest in the capital stock or other securities of any corporation whose stock or securities are publicly owned or regularly traded on any public exchange. The CEO shall not have any interest or relationship, direct or indirect, with any entity doing business with the Casinos, without prior notification to and approval of the Tribe prior to entering into or acquiring such interest or relationship.

Term:

The Tribe and CEO shall negotiate the terms of employment.

Annual Budget, Financial Statements, Books of Account, and Audits:

  • Annual Budget. The CEO shall prepare a recommended budget for the Casinos and submit the recommended budget to the Tribal Council, by December 1st of each year. The budget shall be considered approved on December 31st unless otherwise specified. Once approved, all non-budgeted expenditures over $15,000 will require the prior approval of the Tribal Chairman and Tribal Liaison.
  • Financial Statements. The CEO shall provide to the Tribal Council financial and bank statements monthly, specifying all sales, revenues, and all other amounts collected and received, all deductions and disbursements in connection with the operation of the Casinos.
  • Chart of Account. The CEO shall be responsible for the maintenance of full and accurate accounting in accordance with Generally Accepted Accounting Principles. The current accounting records shall be kept on the Reservation. The Tribal Council, Tribal Gaming Commission, Tribal Gaming Department, and their designees shall have the right to inspect, examine and copy all such accounting and supporting records during normal business hours.
  • Audits. The Tribal Council shall be responsible for the selection, hiring and employment of the accounting firm to conduct the annual audit of the Casino and the CEO shall cooperate fully with the firm selected to conduct the audit.

Access by Tribal Officials:

The CEO shall afford to the Liaison of the Tribal Council, members of the Tribal Council, the Tribal Gaming Commission, The Tribal Gaming Department, and their designees full access to the daily operation of the activities of the Casinos; the right to verify the daily gross revenues and income made from the gaming activity, and such other access as may be necessary from time to time to enable the above-named to fulfill their respective responsibilities with respect to the operations of the Casinos.

For consideration by the Standing Rock Sioux Tribe, the applicant must provide:

  • Resume, which includes authorization for background investigation.
  • A narrative that describes how the applicant’s knowledge, capabilities, and experience can achieve the scope of work.
  • Documentation of applicable licensing, bonding, and insurance, to include disclosure of any revocation of licensure by any tribal or state gaming regulatory body.  
  • Three (3) supervisor references.
  • For licensing purposes; Have you ever been denied a gaming license?  
  • For licensing purposes; Have you ever had a primary or a key gaming license suspended please describe details of the suspension.
  • For licensing purposes; Are you currently licensed for gaming anywhere?
  • Are you currently banned from any gaming establishment within the United States.
