Summary:
Under the direction of the Program Manager, the IT Project Manager oversees and coordinates, implementing Project Management methodology, the various phases of applications systems analysis, development, coordination, implementation, and documentation of IT projects to ensure that projects are completed within the planned time, scope and budget.
Supervisory Responsibilities:
This position does not have supervisory responsibilities.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Develops project plans, goals, and budgets; identifies resources needed, develops schedules and methods for measuring results;
- Assembles and coordinates project team members; assigns individual responsibilities;
- Plans and oversees the preparation and dissemination of project information. Keeps Program Manager as well as project sponsors, department directors/managers, project team members and outsourced consultants apprised of status of specific projects;
- Organizes and manages all phases of the project to ensure on-time completion;
- Writes periodic progress, project status and problems resolution reports regarding project status for management review;
- Initiates or participates in systems analysis studies;
- Evaluates overall and individual work performance to determine effectiveness in providing quality products within time and cost restraints;
- Monitors time and dollar expenditures to ensure projects and budgets meet established targets;
- Develops analysis and programming guidelines and documentation standards;
- Evaluates and makes recommendations for needed training;
- Reviews the designs of computer applications to ensure that all requirements are satisfied;
- Reconciles conflicts within and between staff regarding resources, deadlines, and standards;
- Guides and performs strategic analysis for the project;
- Prepares requests for proposals and conducts all necessary meetings to facilitate selection of project services and products;
- Monitors contracts including review and approval of pay requests and change orders; maintains regular communication with service provider.
Education and/or Experience:
Bachelor’s degree in business, information technology, or related field; at least 5 years of project management experience with at least 3 years, in an information technology environment, responsible for applications analysis projects involving multiple computer subsystems, including project leader responsibility; and/or equivalent combination of education, training and technology experience.
Certificates, Licenses, Registrations:
PMI or equivalent Project Management certification.
Computer Skills:
To perform this job successfully, an individual should have excellent PC skills and a high level of expertise with Microsoft Project as well as all other Microsoft Office products.

Must be able to read, write, speak and understand English.
Physical Demands:
While performing the duties of this Job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl and talk or hear. The employee is frequently required to sit. The employee must regularly lift and /or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

While performing the duties of this Job, the employee is occasionally exposed to secondary smoke. The noise level in the work environment is usually moderate.
