Under the direction of the Manager, Project Planning on behalf of TCS senior leadership, the Operations Project Manager - TCS provides oversight and management of strategic TCS programs by strategizing, implementing, and maintaining program initiatives across Tribal Government Operations. The Operations Project Manager – TCS works with project owners for on-time delivery of multiple, concurrent projects and drives effective integration of projects in various capacities including, but not limited to, performing risk assessments, developing response plans, policy adherence audits, and recovery plans. The Operations Project Manager - TCS develops, owns, and executes relevant project plans with detailed tactical objectives, and is accountable to expertly lead all stakeholders to successful milestone completion. The Operations Project Manager - TCS is responsible for supplementing and providing oversight for programs that directly affect the safety of the Tribe, team members, and guests. The Operations Project Manager - TCS also initiates, collaborates on, and supports opportunities with other functions by championing the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribe’s vision, mission, and values.
Essential Duties & Responsibilities
1. Develops, implements, and maintains long-term projects, initiatives, and milestones to accomplish department goals without compromising deadlines. Defines project scope, goals, deliverables, and manages project dependencies/critical paths. Effectively assembles project or task force members, assigns and manages risk, and directs complementary risk mitigation plans.
2. Establishes and documents departmental policies based on critical evaluation of current operations and programs. Ensures adherence to any new or revised policies and procedures. Develops and delivers analytical data through charts, graphs, maps, and spreadsheets based on analysis of information.
3. Remains accountable for the completion of program and project initiatives. Ensures all necessary work is performed to department, industry, and enterprise standards while validating that best practices and leadership expectations are met.
4. Serves as a liaison at meetings on behalf of TCS senior leadership. Identifies problems and formulates effective solutions quickly while monitoring changing market conditions and adjusting strategies accordingly.
5. Works with leadership to evaluate department risks and oversee the development of programs designed to fill gaps. Provides internal and external outreach and trainings for team members covering topics that encompass areas governed by the Tribal Community Services department.
6. Provides timely responses to requests from internal and external customers as they relate to Tribal Community Services support and/or partnership. Identifies scope, timelines, and appropriate level of involvement of the department as part of the consultation to the requesting party.
7. Performs other duties as assigned to support the efficient operation of the department and assumes other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to any public health emergency.
Education/Experience/Qualifications
Bachelor’s degree in Business Administration and/or related field required.
Minimum of five (5) years of experience in the field of Project Management required.
Project management in Professional Services, Management Consulting, Client Services or Client Relationship Management is preferred.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. Knowledge of the full project development lifecycle and project development methodologies.
Ability to multi-task, and prioritize effectively in a dynamic, fast-paced environment with demonstrated organizational and time management skills.
Ability to influence people at all management levels using prompt and accurate decision-making.
Ability to create a positive and professional business relationship with internal and external clients as well as third-party service/product providers.
Must maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations.
Strong technical verbal and written communication skills with the ability to simplify terminology that a non-technical end user and/or senior executive can understand.
Advanced proficiency with Microsoft Excel, Word, and PowerPoint.
Experience working with MS Project and/or comparable project management tools preferred.
Must possess the ability to understand, apply, and ensure compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with tribal ordinances and all Tribal gaming-related regulations.
Certificates/Licenses/Registrations
At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
Project Management Professional (PMP) certification is preferred.
