BASIC FUNCTION (the primary purpose of this position):
The Compliance Officer is responsible for ensuring adherence to the policies and procedures of the Coquille Economic Development Corporation (CEDCO), as well as compliance with all federal, state, and tribal gaming laws and regulations. This includes the Indian Gaming Regulatory Act, NIGC regulations, the Coquille Indian Tribe’s State Compact, the Coquille Indian Tribe’s Gaming Ordinance, and Title 31 of the Bank Secrecy Act.
The individual in this position will examine, evaluate, and investigate eligibility and conformity with laws and regulations related to compliance with licenses and permits. They will also perform various compliance, enforcement, inspection, and analysis activities. This role requires exceptional communication skills and a commitment to continually researching, learning, adapting, and enforcing new laws and regulations while staying current with any changes.
PRINCIPAL ACTIVITIES & RESPONSIBILITIES:
- Promotes a clean, safe, healthy and friendly work environment for employees and guests, report and direct safety issues to Safety Committee.
- Cultivates and maintains respectful and mutually beneficial relationships with internal and external partners for the betterment of the Coquille Indian Tribe.
- Acts as the primary liaison between the CEDCO Enterprises and the Coquille Indian Tribe Gaming Commission.
- Monitors all CEDCO’s regulated department policies, procedures, and practices to ensure compliance with all applicable gaming and financial laws and regulations.
- Monitors changes and/or amendments to all applicable gaming and financial laws and regulations.
- Coordinates with Coquille Indian Tribe’s Gaming Commission, Executive Director of Gaming, CEO, and applicable departments to ensure compliance relating to new and/or revised products, services, and promotions.
- Oversees revision, preparation, dissemination, and distribution of new and/or updated compliance standards and procedures to CEDCO Departments.
- Coordinates, supervises, and supports CEDCO Enterprise’s compliance-related programs, at the direction of the CEO.
- Organizes responses to Gaming Commission Audits and inform necessary department leader and CEO.
- Informs, advises, and holds CEDCO Management accountable of conditions and status of the Gaming Operation’s adherence to all applicable gaming and financial laws and regulations.
- Oversees, consults, and advises Directors, Management, and operating units in relation to compliance requirements.
- Advises and trains project teams on subjects of regulatory requirements.
- Analyzes compliance complaints and makes recommendations regarding actions to be taken for compliance.
- Coordinates efforts associated with the preparation of regulatory documents or submissions.
- Coordinates, prepares, or reviews regulatory submissions for projects.
- Escorts government inspectors during inspections and provides post-inspection follow-up information as requested.
- Identifies relevant guidance documents, international standards, or consensus standards and provides interpretive assistance.
- Interprets regulatory rules or changes and ensures that they are communicated through company policies and procedures.
- Maintains current knowledge base of existing and emerging regulations, standards, or guidance documents.
- Participates in internal or external audits.
- Prepares or directs the preparation of additional information or responses as requested by regulatory agencies.
- Recommends changes to enterprise procedures in response to changes in regulations or standards.
- Other duties as assigned.
POSITION REQUIREMENTS (objective educational or technical training required; skills; and years of experience):
- Bachelor’s degree in related field; or at least seven years of related experience supporting gaming operations, and/or training; or equivalent combination of education and experience.
- Must have five years’ experience working directly with and for gaming operations management to support a variety of regulatory compliance.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Strong interpersonal skills including coaching, facilitation and the ability to motivate and influence the attitudes and opinions of others required.
- Multi-task orientation with a high attention to detail while meeting various deadlines.
- Ability to work independently or part of a team successfully to accomplish objectives.
- PC skills to include proficiency in all MS Office applications with above average ability with Excel required.
- Must have a professional appearance and excellent oral and written communication skills to speak effectively with groups and one-on-one meetings.
- This position requires the ability to promote a professional work ethic and must have friendly and approachable behavior.
- Ability to maintain confidence and use tact and discretion in a variety of situations.
- Understanding of OSHA safety regulations and Oregon Liquor and Cannabis Commission regulations a plus.
- Must pass and remain in compliance with Coquille Gaming Commission background check and drug free workplace policies
