The San Manuel Band of Mission Indians (SMBMI) is a self-governing nation that has established tribally managed governmental units to enhance and support services on the San Manuel reservation. The San Manuel Tribal Gaming Commission (SMTGC) is the governmental unit created by tribal ordinance as the primary regulator of gaming activities within the SMBMI’s jurisdiction. The SMTGC includes the Compliance team that is responsible for maintaining legal and regulatory compliance, ensuring a high level of game integrity, preventing fraud, waste and abuse, and safeguarding Tribal assets, team members and patrons.Under the direction of the Compliance Supervisor, the Senior Compliance Analyst – Policy & Procedures (Sr. Analyst) leads a team of analysts responsible for ensuring compliance with all applicable laws, protecting tribal assets, and maintaining game integrity. In writing, researching, and analyzing compliance documents, the incumbent will achieve strong internal controls that safeguard assets, mitigate risk, prevent illegal activities, and maintain processes consistent with industry best practices. The Sr. Analyst will drive compliance with their team, taking a holistic approach to maintaining an effective organization-wide system of internal controls.

Essential Duties & Responsibilities

1. Completes all the duties of the Compliance Analyst – Policy & Procedures (“Analyst”) as needed to maintain production standards, including accurately interpreting regulations; communicating risk; implementing actions to address compliance concern; evaluating systems and controls;  writing procedures, game rules, and controls; and maintaining compliance record for the work performed.  

2. Leads the analyst team through complex projects, to resolve deficiencies and issues, advocates and presents effective cases for stronger controls and enhanced compliance in order to reduce risks to the Gaming Operation, protect assets, deter wrongdoing, and safeguard the reputation of the Gaming Facility.

3. Monitors, assigns, reviews, approves, and tracks Analyst assignments.

4. Provides ongoing skill development and training to Analysts.  

5. Provides regulatory approval for the Gaming Operation’s internal controls and procedures with appropriate supporting compliance documentation ensuring the completed work product accurately depicts risk assessment, satisfies regulatory requirements, and protects tribal assets.

6. Maintains productive and cooperative working relationships with the Gaming Operation to understand the business objectives, the reasons for process changes, future changes, and general information for forecasting projects; Negotiates priorities and commitments to achieve impactful results.    

7. Performs other duties as assigned to support the efficient operation of the department.

Education/Experience/Qualifications

  • Bachelor’s Degree in Business Administration, Accounting, Hospitality, Gaming Law, Regulatory Affairs, or related field required.  A Masters’ degree in a related field preferred.
  • Must possess a minimum of five (5) years of experience in a compliance or related function (audit, risk, regulatory, technical writing, compliance, consulting, or law).
  • Must possess two (2) years prior gaming industry experience.
  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.
  • Must be highly proficient in Microsoft Office (esp. Access, Excel, Outlook, Word).
  • Must be a highly effective communicator and be able to communicate with all levels of the organization.
  • The ability to manage multiple projects is a must.
  • Advanced Internet Research skills required; must be able to conduct Boolean searches, use hypertext references and evaluate the credibility of information sources.
  • Experience demonstrating the utmost discretion and confidentiality as they will have access to private and sensitive information such as Social Security Numbers, credit cards, personal data or financial data from colleagues, personnel or customers.
  • Experience in developing/writing internal controls, program effectiveness, program improvement required.
  • COSO Internal Control Framework certification preferred
  • COSO Enterprise Risk Management certification preferred

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
