Position Summary
Acts as the Owners representative for oversee planning, design, engineering and construction of the development for a period approximately two years or for so long as the project may continue. Works directly with the Project Development Team, project Architectural/Engineering Firm(s), Construction Management Firm, and Contractors to ensure record maintenance and compliance with construction regulations/specifications.
Communicates directly with contractors/designers concerning project cost, staffing, and scheduling. Prepares project status reports and works to ensure plans adhere to contract specifications.

Essential Duties And Responsibilities
- Serves as the Pueblo of Sandia’s representative for coordination of the project in interactions with Architectural/Engineering Firm(s), Construction Management firm, and General Contractors.
- Assists in negotiating contract terms and conditions with project Architectural/Engineering Firm(s), Construction Management firm, and General Contractor as may be necessary.
- Works directly with the project Architectural Engineering firm(s), the Constructions Management firm, General Contractors, and the Development Team.
- Participates in the development of the initial and revised detailed task descriptions and forecasts the associated technical, manpower, cost and schedule requirements.
- Measures ad analyzes project performance, plans, designs, drawings, costs, schedules, change orders, and construction related activities as may be needed.
- Recommends new or revised strategies, goals and objective for the project.
- Coordinates provision of the infrastructure and transportation access to the site.
- Coordinates weekly development meeting/presentations on the status of construction, budgets, and other topics, and Tribal Council presentations as needed.
- Approves when required a Pay Allocation Submittal “RFI & ASI” and other materials as may be required, consistent with the budget.
- Reviews all related quality assurance, quality control, ad safety plans for the project.
- Ensures complete project documentation by construction management firm and within the Pueblo of Sandia.
- Plans, schedules, and supervises administrative and clerical personnel assigned to the Project Office.
- Implements project office administrative policies, procedures and processes.
- Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.

This position has Key Performance Indicators (KPI’s) identified as a measurement of success. KPI’s will be shared with all team members who work in this job title and feedback will be provided regarding the successful completion of the KPI’s as part of the performance review process.
Knowledge, Skills, And Abilities
- Knowledge of general project office, accounting, engineering and design, constructions methods, and post-construction activities.
- Knowledge or familiarity with real estate development, preferable hotel development, from initial planning to opening; unform building and trade codes; construction terminology, practices processes, including design/build; Indian preference policies in hiring and contracting; tribal laws and regulations.
- Familiar with a variety of the field’s concepts, practices, and procedures.
- Relies on extensive experience and judgment to plan and accomplish goals.
- Performs a variety of tasks.
- Leads and directs the work of others. A wide degree of creativity and latitude is expected.
- Ability to plan, develop and review project budgets and project cost elements.
- Knowledge and ability to work with CPM or PERT project scheduling methodology and computerized applications with the ability to plan and implement such work schedules.
- Ability to communicate understand and carry out written or oral instructions.
- Ability to deal effectively with contractors, staff, and the general public.
- Ability to work efficiently and accurately in an atmosphere of frequent interruptions.
- Ability to exercise tact, courtesy and initiative in handling routine problems.
- Ability to work off and unusual hours, weekends and overtime as may be required.
- Ability to exercise sound personal management practices and exhibit a strong motivational commitment to the organization.
- Knowledge of Microsoft office such as Word, Excel and other software necessary to perform the duties of the job. Must be familiar with AutoCAD or similar applications.
Education And Experience
Required
- High School Diploma, GED Certification or equivalent.
- Bachelor’s degree in civil engineering or architecture, or elated field from an accredited college or university and seven (7) years’ experience in the field. Any combination or education from an accredited college or university and/or direct experience in this occupation totaling eleven (11) years may substitute for the required education and experience.
- Two (2) years (minimum) project manager experience.
Preferred:
- Project Management Institute Certification.
License/Certifications/Registrations
- Must possess and maintain a valid, unrestricted New Mexico Driver’s License.
- Must be able to successfully pass a stringent background investigation.
- Will require a pre-employment and random drug screening.
