Position Summary

Provides daily oversight of cash, debt, and investment activities for the Pueblo of Sandia (PS) and its business enterprises. Acts as the lead point of contact between the PS and the investment advisors and managers who invest on behalf of the organization (Tier 1 & 2). Monitors and evaluates performance of investments and prepares recommendations when appropriate. Maintains a cash structure for Tier 3 which ensures the short- and long-term cash needs of PS maintaining the cash balances necessary to meet the cash needs of the operations.

Assists with the Pueblo’s strategic plans by incorporating the investment structure (Tier 1, 2, & 3) with other aspects of planning including spending, maintaining capital for maintenance and reinvestment in existing enterprises, and future direct investments.

Participates in research and evaluation of direct investment opportunities or other investments which the PS may consider outside of the Investment Advisory relationship. Monitors debt compliance and manages any outstanding loans/bonds of the Pueblo including recommending debt management strategies. Proactively evaluate and recommend refinements to the treasury, debt, and investment activities of the overall organization.

 Essential Duties And Responsibilities

  1. Operates with integrity and the highest ethical standards in promoting the best practices and acting in the best interests of the Pueblo.
  2. Communicates with Senior Investment Manager concerning investment transactions and investment decisions.
  3. Under the direction of the CFO and in collaboration with the Hedge Fund advisor, provides direction and discretion of the Hedge Fund portfolio, making recommendations to Tribal Council for changes.
  4. Prepares and maintains an on-going and interactive cash flow model detailing the inflow and outflow of cash to meet the daily needs of the organization and its business enterprises and identifies the amounts available for investment.
  5. Prepares transfers of funds necessary to maintain adequate balances based on current positions among cash management, Tier 1,2, & 3 for execution by appropriate authorized approvers.
  6. Supervise and manage daily cash process, including monitoring movement of funds, processing wires, ACHs, and determining daily cash position.
  7. Communicates on a regular, consistent basis with the Chief Financial Officer and Finance Director on items relating to investment and cash management.
  8. Monitors major investment markets and discuss with Investment Advisors and Money Managers to keep apprised of advisor and manager responses to market conditions and report significant items to the CFO.
  9. Maintain a strong and on-going knowledge of the market environment through research, self-study, and available resources.
  10. Communicates with Investment Advisor concerning investment transactions and investment decisions.
  11. Monitors Investment Advisor and Manager performance and compliance relative to Investment Policies (Tier 1 & 2).
  12. Initiates the review of the performance of the investment Managers on an annual basis to determine effectiveness and compliance with the overall investment goals.
  13. Coordinates the activities of the Investment Committee under the guidance of the Chief Financial Officer and Finance Director through scheduling meetings, preparing agenda, and providing any information requested.
  14. Presents on a regular basis to the Investment Committee and Tribal Council concerning cash and investment activities including, but not limited to, performance comparison to benchmarks, market changes, natural changes in the portfolio direction, policy changes, and concerns regarding investment decisions.
  15. Prepares or reviews reconciliations of investment account statements monthly.
  16. Assist in the analysis of investment opportunities which may be presented to the Pueblo from time-to-time, which fall outside of the Investment Advisor/Manager relationships.
  17. Assist in the analysis of any debt financing which the Tribe may consider, including understanding the prevailing rate environment.
  18. Prepares monthly investment account reconciliations.
  19. Prepares journal entries relating to investment activity.
  20. Maintain all required documentation to demonstrate compliance. Ensures compliance with Generally Accepted Accounting Principles (GAAP) and Tribal accounting procedures.
  21. Analyzes and monitors debt compliance as dictated by the loan agreements.
  22. Prepares the necessary documents and financial statement disclosures for the annual audit.
  23. Assists the CFO and Director of Finance in conducting the request for proposal for investment management services.
  24. Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.

This position has Key Performance Indicators (KPI’s) identified as a measurement of success.  KPI’s will be shared with all team members who work in this job title and feedback will be provided regarding the successful completion of the KPI’s as part of the performance review process.

  7. Ability to proactively present ideas for change and improvement in the investment structure to Investment Advisors and managers, based on the ability to understand where change is possible, necessary, and beneficial.
  8. Knowledge of cash management and cash flow analysis and projection techniques.
  9. Knowledge of investment asset allocation and risk controls appropriate for the Pueblo.
  10. Knowledge of investment classes to include equities, fixed-income, hedge funds, and private equity, and other classes and how various components of the market may react during a variety of market conditions.
  11. Knowledge of alternative investments including hedge funds, private equity, and real estate assets, at the strategy and commercial level, including legal and fee structures.
  12. Knowledge of statistical methods for measuring investment performance, including value –add in active management strategies, to evaluate manager effectiveness.
  13. Knowledge of risk management measurements.
  14. Knowledge of fixed income concepts including duration, convexity, liquidity profiles, and interest rate strategies.
  15. Knowledge of the fundamentals of interest rate hedging strategies, including swaps and options.
  16. Knowledge of investment of cash processes, and understanding of various investment instruments available, pursuant to Tribal Council approved investment policies and resolutions.
  17. Advanced computer skills including Microsoft Word, Excel, and Windows.
  18. Ability and willingness to work odd and/or unusual hours, including weekends and overtime when needed.
  19. Exhibits a strong motivational commitment to the organization.

   Education And Experience  

 Required

  1. High School Diploma or GED.
  2. Bachelor’s degree in Accounting, Finance or related field from an accredited college or university.
  3. Ten (10) years’ experience directly related to the position duties, including portfolio performance metrics and the ability to interpret/calculate data.

Preferred

  1. Master’s Degree.
  2. Experience in utilizing investment research tools, such as Bloomberg.

License/Certifications/Registrations

  1. Certified Treasury Professional (CTP) or Chartered Financial Analyst (CFA) Certification.
  2. Must possess and maintain a valid New Mexico Driver’s License.
