The Director of Gaming Compliance (“Director”) oversees the Gaming Compliance Department and is responsible for developing and maintaining a comprehensive regulatory system that safeguards tribal assets, ensures compliance with all applicable laws, upholds public safety, and protects game integrity. Drives San Manuel Tribal Gaming Commission’s (SMTGC) regulatory strategy, leading the Compliance team to deploy the plan into an effective, compliant, and innovative internal control system.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.    Strategizes with the internal and external stakeholders to design, develop, and maintain a short and long-term regulatory strategy based on risk, compliance, and emerging situations. Operationalizes the strategy by promulgating regulations and leading the Compliance team to create an effective, compliant, and robust internal control systems.2.    Ensures effective team structures, budget, processes, resources, and performance management methods are in place for the Compliance Department in alignment with the Tribal strategic objectives.3.    Provides accurate and timely interpretations of gaming regulations, laws, policies, and procedures to maintain a successful regulatory system that protects the Tribe, including legal and regulatory advice, policy statements, briefing materials, official correspondences, and presentations. Works with internal stakeholders and external regulatory agencies to find innovative regulatory solutions for obstacles to the Tribe’s objectives and fulfillment of the SMTGC’s mission.4.    Partners with Human Resources to attract, develop, and retain talented and well-suited people in a timely manner to support the strategic priorities of the SMTGC. Creates succession plans to mentor team members for leadership roles and support employee engagement.5.    Drives gaming regulatory innovation and evaluate compliance risk by keeping abreast of regulatory developments, applicable legislation, best practices in compliance controls, enforcement actions, gaming technologies, and industry trends. Communicates regulatory changes to key stakeholders with appropriate documentation, sharing the reasoning, addressing concerns, and furthering SMTGC’s regulatory mission.6.    Ensures compliance with all applicable laws by developing, promulgating, and maintaining the gaming commission regulations and technical standards as required by the gaming ordinance and pursuant to Tribal, Federal, and State regulations. Manages the rule-making process facilitating stakeholders’ discussions and the SMTGC messaging on regulatory matters.7.    Provides risk assessments to the SMTGC’s leadership on the organization’s compliance with laws and regulations.  Takes action in dealing with non-compliance situations, preparing notice of regulatory actions, categorizing and prioritizing key risks, with supporting documentation to executive leadership. Deal with complex matters with multiple stakeholders and forces to mitigate issues.8.    Performs other duties as assigned to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

 EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor’s degree in Business or a related field is required.

  • Master’s degree or Juris Doctor from an accredited law school is preferred.

  • Minimum of ten (10) years of regulatory, compliance, or legal experience required. Experience in Tribal Gaming is preferred.

  • Minimum of seven (7) years of supervisory experience leading teams or initiatives involving legal, regulatory or compliance matters is required.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

  • Ability to anticipate challenges, assess technical/business risks, and identify regulatory opportunities.

  • Ability to apply critical thinking to provide optimal solutions and make timely, well-informed decisions using data and stakeholder input to validate proposed solutions.

  • Ability to practice active listening to understand team needs and concerns, monitor team dynamics, and constructively address interpersonal or project-related conflicts.

  • Ability to take proactive ownership of regulatory strategies, decisions, and outcomes within the organization.

  • Ability to recognize and manage emotions in yourself and those on your team, showing empathy, patience, and understanding to foster a positive work environment that inspires and motivates.

  • Ability to tailor your communication style to resonate with both technical and non-technical stakeholders, ensuring alignment and understanding across diverse audiences by openly sharing the rationale behind decisions, tasks, and priorities to foster transparency, address challenges, and secure team buy-in to drive collaboration and success.

  • Ability to learn new technologies, games, and regulations, train staff, and develop new processes to ensure compliance with any related regulatory standards, security, and game integrity.

  • Maintain a comprehensive understanding of the business and technical landscapes, staying updated on trends, tools, gaming technology, and practices relevant to your regulatory responsibilities.

  • Ability to create high-quality, leadership-level reports with detailed accuracy sufficient for use in Tribal court cases and take regulatory action.

  • Ability to learn, retain, interpret, and apply regulations and technical standards, and Tribal, State, and Federal Laws.

  • Basic proficiency in Microsoft Word, Excel, Power Point and Outlook required.

REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • Select One of the Following:

    • ☒ Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.
