Under the direction of the Tribal Court Administrator, the Tribal Court Bailiff is responsible for maintaining order and security within the courtroom and adjacent public areas. This role involves ensuring the smooth operation of judicial proceedings and the enforcement of court orders. The Tribal Court Bailiff works closely with judges, attorneys, and other Tribal Court staff to facilitate a safe and orderly environment, while respecting any applicable tribal customs and traditions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.    Conducts security inspections of all persons entering the Tribal Court building and notifies Tribal Court staff accordingly. Ensures visitors sign-in and out appropriately.2.    Maintains courtroom order. Ensures the courtroom is clean, orderly, and set up before court sessions. Enforces court rules and procedures and maintains decorum throughout proceedings.3.    Secures courtrooms and inspects them for potential threats. Escorts judges, witnesses, and defendants in and out of the courtroom.4.    Safeguards the confidential nature of Tribal citizen’s, guest’s, department’s, and company’s data.5.    Announces the judge’s arrival and departure, and the start and end of sessions. Delivers court documents and messages to parties within the court.6.     Assists in emergency situations, including first aid provision or evacuation procedures.7.    Performs other duties as assigned to support the efficient operation of the court. 

 EDUCATIONAL, EXPERIENCE AND QUALIFICATIONS

  • High School Diploma or GED is required.

  • Associate degree in criminal justice or a related field is preferred.

  • Minimum of two (2) years of experience as a court bailiff or as a San Manuel Department of Public Safety, Public Safety Officer is required.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Excellent customer service skills; ability to communicate professionally and interact with diverse audiences with a welcoming, helpful, courteous, and professional demeanor is required.

  • Working knowledge of security procedures and applicable State, Federal and Tribal laws, regulations and ordinances; interviewing and interrogation techniques; surveillance techniques; and an understanding of laws governing search and seizure is required.

  • Must have the ability to observe situations analytically and objectively. Must be able to record pertinent information accurately and completely and provide service with skill, firmness, tact, and impartiality.

  • Must accurately recall and express one's self clearly and concisely, orally and in writing.

  • Must remain calm under stressful conditions, exercise reasonable judgment and make sound decisions especially during emergency situations.

  • Must operate a motor vehicle safely and have knowledge of state and local motor vehicle laws.

  • Must abide by DPS policies on uniform appearance. Must wear issued personal protection equipment including ballistic vests.

  • Must complete an in-house five (5) week basic Public Safety Officer academy.

  • Must successfully participate in Department of Public Safety mandated in-service trainings. This includes, but is not limited to, Forbes customer service, report writing courses, weaponless defense techniques, chemical agent (Pepper Gel), physical apprehension and arrest techniques, first aid, CPR, powers of arrest, firearms training, traffic and pedestrian movement control, security details, applicable policies and procedures, and access control duties.

  • Must successfully complete New Employee Orientation training, demonstrate the ability to conduct field interviews and write preliminary investigative reports.

  • Must have basic computer skills and ability to utilize Microsoft Applications.

  • Experience writing post incident reports required.

  • Excellent organization, time management and follow-up skills; high sense of urgency; demonstrated ability to successfully handle multiple projects concurrently; ability to work as a team is required.

  • Must be approachable, respectful, and able to manage conflicts diplomatically. Must be able to remain calm and composed, especially during emergencies or tense situations.

  • Must be meticulous in handling evidence, court documents, and ensuring courtroom procedures are followed accurately.

  • A strong understanding of court procedures, legal terminology, and the judicial system is preferred.

REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • As a condition of employment, candidates must be able to obtain and maintain the following once hired.

    • California Bureau of Security and Investigative Services Gun and Guard Card

    • TASER certification

    • First Aid, CPR, and AED-related training

  • Select the Following if applicable: Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

The physical demands and working environment described here are representative of those that an employee encounters and must be met by an employee to successfully perform the essential functions of this job.

  • Primary work environment is in a climate-controlled office setting.

  • Work requires travel to attend meetings and other work functions.

  • Incumbents may be required to work evening, weekend and holiday shifts.

  • Must be able to work in a fast-paced, high-demand environment.

  • Must have the ability to exert up to 100 pounds of force occasionally and/or a negligible amount of force to constantly move objects. Must occasionally lift carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.

  • Employee may be exposed to electrical currents of up to 50,000 volts. 

  • Employee must be able to use hands and feet in self-defense, use physical force to maintain or protect life, physically restrain individuals, break up fights, run after fleeing person, subdue and/or tackle individuals, and stand continuously for more than half of the work shift. 

  • Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a copy machine, and computer printer.

  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.

  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.

  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and occasionally, operate a motor vehicle in the course of travel.

  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours. Physically able to withstand the challenges of extensive walking and standing.
