Reporting directly to the VP, Accounting and Reporting, the Senior Manager, Financial Reporting manages the accounting process and corresponding transactions necessary for the maintenance of proper books of accounts and reporting for the tribal enterprise and its related entities. Such accounting and reporting must be in accordance with U.S. Generally Accepted Accounting Principles (GAAP), as it relates to government accounting (Government Accounting Standards Board or GASB). This position has a thorough understanding of accounting principles and application and must stay up –to date on new accounting pronouncements and maintain accounting processes and procedures to ensure accurate, timely, and relevant financial accounting. This position is responsible for managing the financial reporting team to ensure that work is properly allocated and completed in a timely manner. The Senior Manager, Financial Reporting adheres to tight deadlines and ensures completion for a multitude of accounting activities including consolidation reporting, reconciliations, year-end audits, and grant audits in compliance with policies and procedures. This position is also responsible for ensuring the effectiveness of internal financial controls.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Leads the preparation and review of consolidated financial statements, individual entity financial statements, and other specialized financial statements as needed (including statements for grants, fiduciary statements, 401k and pension, and tax) across the San Manuel enterprise.2. Manages accounting and audit of investment portfolio, ensuring accurate recordkeeping and accounting of investments in accordance with the Governmental Accounting Standards Board (GASB).3. Assists tribal finance senior leadership in the preparation and filing of all required reports to ensure that they meet all statutory requirements, which includes reviews and tax filing submissions. Ensures compliance with all legislative and regulatory requirements.4. Works with the tribal finance senior leadership on ad hoc requests from enterprise leadership, including preparing and analyzing period-over-period actual variances, implementation of technical accounting pronouncements, and setup and maintenance of the enterprise resource planning (ERP) system.5. Establishes a strong and effective relationship with external and internal auditors, including coordinating preliminary and year-end audits by external auditors, as well as other financial relationships such as regulatory organizations.6. Ensures that effective internal controls are maintained in accordance with the minimum internal control standards adopted by the San Manuel Gaming Commission and the National Indian Gaming Commission. Establishes and continuously reviews enterprise-wide financial policies and procedures and internal controls over financial reporting to ensure the design and execution of such controls operate effectively and are in compliance.7. Ensures satisfaction of the Tribe’s financial or tax obligations and compliance under Generally Accepted Accounting Principles (GAAP), including Government Accounting Standards Board (GASB), Federal and/or State Grants including A133 audit requirements.8. Supports the development, implementation, and operation of enterprise-wide information systems to improve efficiency and transparency through standardization and robust system procedures and controls.9. Performs other duties as assigned to support the efficient operation of the department.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
Bachelor’s degree in Accounting or Business Administration from an accredited college or university is required.
Master’s degree in Business Administration (MBA) is preferred.
Minimum seven (7) years of relevant accounting and reporting experience is required.
Minimum four (4) years of progressive experience in an accounting managerial role required.
Casino accounting and auditing experience is preferred.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Knowledge of industry standard accounting principles, best practices, and procedures.
Proven experience with process documentation of accounting procedures and internal controls in a dynamic environment
Possess a thorough understanding of financial reporting and general ledger structure.
Knowledge of financial consolidations, eliminations, and segment reporting.
Ability to read and interpret accounting rules and guidance as well as perform research and conduct investigations, as necessary, and advanced knowledge of GAAP and GASB and technical accounting expertise is required.
Excellent written and speaking skills including preparation and presentation of verbal and written reports, presentations, and recommendations.
Ability to work independently and manage time effectively to meet individual goals and deadlines.
Excellent time-management, multi-tasking, and prioritizing skills.
Personal/professional integrity and proven discretion in handling confidential information.

REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS
At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
