Position Summary

Under the supervision of Utility Operations Supervisor, the Utility Lab Level III is responsible for the water quality monitoring and compliance activities at the Pueblo’s Public Works Utility Section. Lab Level III will be responsible for lab data entry and water and wastewater testing.  Lab Level III will prepare all County, State and EPA reports and interact with governing agencies.

 Essential Duties And Responsibilities

  1. Coordinates, plans, and directs the lab operation of the system to ensure efficient compliance with the Clean Water Act (UIC Permit), Safe Drinking Water Act, and all applicable federal, state and local regulatory requirements.
  2. Collection, analyses and preservation of water and wastewater samples for chemical and biological properties.
  3. Prepares chemical agents.
  4. The use and calibration of laboratory and field monitoring equipment, i.e., flow, turbidity, TSS, pH, chlorine and other monitoring and chemical feed equipment as required.
  5. Maintains operating records, inspection reports, and EPA records.
  6. Interacts with governing agencies.
  7. Evaluates laboratory results and notifies Utility Operations Supervisor of required changes in process and procedures.
  8. Cleans and maintains all laboratory equipment.
  9. Purchases all lab supplies as needed.
  10. Oversees all lab operations including utility operators performing lab functions.
  11.  Revises QA Plan and lab procedures.
  12.  Implement new procedures as necessary. 
  13. Serves as primary Chain of Custody representative for Pueblo of Sandia wet utilities for reporting, sampling, and lab operation.
  14. Drafting and finalizing CCR- Consumer Confidence Report annually.
  15. Cross trains in the water / wastewater operation and maintenance. 
  16. Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.  

 Additional Responsibilities

  1. Supports a single function and holds a position that does not supervise people but provides guidance to lower-level Team Members as needed.  
  2. Functions as an advisor to management due to the complexity of the level of work performed. 
  3. May hold current licenses, certifications, specialized education, and possess stipulated technical expertise as required.
  4. Demonstrates advanced knowledge in all aspects of the specialized function. 
  5. Performs work as a highly skilled individual contributor and considered a subject matter expert within the peer set, particularly with problem-solving.
  6. Critical thinking and the ability to analyze issues, identify solutions, and implement them effectively.

 Key Performance Indicators

This position has Key Performance Indicators (KPI’s) identified as a measurement of success.  KPI’s will be shared to all team members who work in this job title and feedback will be provided regarding the successful completion of the KPI’s as part of the performance review process.

Knowledge, Skills, And Abilities

  1. Collect and preserve samples, perform chemical and biological testing, EPA methods and procedures, laboratory equipment, calibrations and troubleshooting.
  2. Ability to evaluate the laboratory results and make recommendations to process changes when required.
  3. Must be familiar with all safety procedures required in conducting the duties described above.
  4. Must be able to review and comprehend necessary updates to computer equipment and/or lab requirements.
  5. Must be able to ensure lab obtains and/or maintains the Drinking Water Lab Certification
  6. Knowledge of the general operating principles, practices and the maintenance of Water/Wastewater.
  7. Knowledge of chemicals used in treating water/wastewater.
  8. Knowledge of basic mathematics, including addition, subtraction, multiplication, and division.
  9. Knowledge of basic chemistry principles related to water/wastewater treatment system operation.
  10. Knowledge of County, State and Federal permits rules and regulations regarding water/wastewater treatment.
  11. Knowledge and skill to interact with regulatory state, EPA and other governmental entities.

   Education And Experience  

Required

  1. High School Diploma, GED certification or equivalent.
  2. Bachelor’s degree is a closely related field.
  3. Five (5) years’ experience working in water or wastewater lab operations with two of those years operating a lab.
  4. Two (2) years supervisory experience.
  5. Must possess and maintain a valid, unrestricted New Mexico Driver’s License.

Preferred

  Any related Water or Wastewater Certification.

Note:  Relevant work experience or education may be substituted to satisfy education and/or work experience

License/Certifications/Registrations

Required

  1. Must possess and maintain a valid, unrestricted New Mexico Driver’s License.
  2. The following licenses and/or certifications are required prior to the employment start date:
  3. Wastewater Lab Tech. III (required if candidate lacks a Bachelors’ degree)

Preferred

  1. Any related Water or Wastewater Certification.

  5. Work is conducted primarily during daylight hours except during emergencies.
